A tank that no longer holds its air charge makes the pump work harder and the pressure swing.

The pressure tank gives the system a cushion of stored water under pressure so the pump does not start every time a tap opens. When the tank loses its air charge or its internal bladder fails, the pump cycles on and off rapidly and pressure feels weak.

Sometimes. If the bladder is intact, restoring the air charge can fix it. If water comes out of the air valve, the bladder has failed and the tank needs replacing.
